A BILL FOR AN ACT
RELATING TO THE UNIVERSITY OF HAWAII.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
PART I
SECTION 1. The legislature finds that the University of Hawaii system is working towards eliminating the university's deferred maintenance backlog and modernizing facilities and campus environments to be safe, sustainable, and supportive of modern practices in teaching, learning, and research.
The legislature further finds that the university has a ten-year strategy plan to eliminate deferred maintenance and reach modernization goals, which includes implementing projects to reduce energy consumption and to generate renewable energy on campus.
The purpose of this part is to appropriate general funds for project-funded staff positions for capital improvement program projects.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the costs relating to wages and fringe benefits for permanent, project-funded staff positions that may also include funds for non-permanent positions for the implementation of capital improvement projects for the University of Hawaii.
The sums appropriated shall be expended by the University of Hawaii for the purposes of this part.
PART II
SECTION 3. The legislature finds that tuition rates at the University of Hawaii have been consistently on the rise in recent years and that the university has spent increasing amounts on personnel expenses during this time. The legislature is concerned with the lack of demonstrated efforts by the University of Hawaii to restructure and use financial resources efficiently, and finds that more transparency and accountability is needed. The purpose of this part is to require that certain University of Hawaii employees be employed under an employment contract with the University by July 1, 2018.
SECTION 4. By July 1, 2018, all employees of the University of Hawaii system shall be employed under an employment contract with the university if the employee:
(1) Holds an administrative position within the University of Hawaii system or an administrative position at any of the University of Hawaii campuses; and
(2) Receives an annual salary of over $150,000.
PART III
SECTION 5. This Act shall take effect on July 1, 2050.
