A BILL FOR AN ACT

 

 

relating to water.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that it is vital for the health and safety of Hawaii's residents for the public to have access to safe and clean drinking water in the event of the destruction, impairment, or contamination of the public water supply.  The legislature believes that developing an emergency fresh drinking water security plan will help ensure access to fresh drinking water after a disaster.

     The purpose of this Act is to require the Hawaii emergency management agency to develop a post-disaster fresh drinking water security plan.

     SECTION 2.  (a)  The Hawaii emergency management agency shall develop a post-disaster fresh drinking water security plan.  The plan shall include infrastructure, pumps, and other equipment necessary to ensure a sufficient supply of fresh drinking water if the public water supply is destroyed, impaired, or contaminated.

     (b)  The Hawaii emergency management agency shall report to the legislature no later than twenty days prior to the regular session of 2018 on the progress of the development of a post-disaster fresh drinking water security plan.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the Hawaii emergency management agency to develop a post-disaster fresh drinking water security plan.

     The sums appropriated shall be expended by the department of defense for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2017.
