A BILL FOR AN ACT
relating to the DEPARTMENT of taxation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The office of enterprise technology services shall execute a contract with an appropriate contractor to investigate the tax system modernization project of the department of taxation. The purpose of the investigation shall be to:
(1) Identify any operational problems of the tax system modernization project;
(2) Ascertain the causes of those problems; and
(3) Estimate the amount of tax revenue lost because of the problems associated with use and implementation of the tax system modernization project, if any.
(b) The office of enterprise technology services shall not be subject to chapter 103D, Hawaii Revised Statutes, in executing the purposes of this Act.
(c) Upon request by the chief information officer, the auditor, the comptroller, and the director of finance shall provide assistance to the office of enterprise technology services in conducting the investigation.
(d) No later than twenty days prior to the convening of the regular session of 2018, the office of enterprise technology services shall submit a report to the legislature on its investigation of the tax system modernization project, including proposed solutions and estimated costs, other relevant findings as determined by the chief information officer, and proposed legislation, if any.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2017-2018 for an investigation of the tax system modernization project of the department of taxation.
The sum appropriated shall be expended by the office of enterprise technology services for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2017.
