A BILL FOR AN ACT

 

 

relating to energy modernization at the department of education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The public utilities commission shall study and determine a reasonable microgrid rate schedule that may be charged by the department of education to users of any microgrid projects that the department may establish, implement, and operate at or within any properties owned, leased, or controlled by the department.

     (b)  The microgrid rate schedule in subsection (a) shall take into consideration the goals of:

     (1)  Increasing the energy resiliency of communities;

     (2)  Reducing energy costs for the general public;

     (3)  Taking meaningful steps to make electric utility companies the managers, rather than the owners, of the electrical grid; and

     (4)  Taking meaningful steps so that no single electrical utility company has a monopoly over the electrical grid of each county of the State.

     (c)  The public utilities commission shall study and determine a fair and reasonable amount for the charges and fees that an electric utility company may assess the department of education for:

     (1)  The department's use, if any, of the electric utility company's electrical infrastructure, including the maintenance of such infrastructure; and

     (2)  The department's use, if any, of electricity produced by the electric utility company.

(d)  The public utilities commission shall establish oversight policies for any microgrid projects that the department of education may establish, implement, and operate that extend beyond lands and buildings owned or controlled by the department.

     SECTION 2.  This Act shall take effect on July 1, 2017.

Description:

Requires PUC to: (1) Study and determine a reasonable microgrid rate schedule, based on specified goals, that DOE may charge to users of its microgrid; (2) Study and determine a fair and reasonable amount that an electric utility company may assess DOE for using the electrical infrastructure of the electric utility company or any electricity produced by the electric utility company, if applicable; and (3) Establish oversight policies for any microgrid projects that DOE may establish that extend beyond lands and buildings owned and controlled by DOE.  (HB1280 HD1)
