A BILL FOR AN ACT

 

 

RELATING TO EMERGENCY PREPAREDNESS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that firefighters are crucially important men and women who often risk their lives to assist others.  They stand ready to extinguish fires, administer first aid, and provide emergency services.

     The legislature further finds that firefighters serve the State at fire stations at Hawaii airports, the county of Hawaii in twenty-five fire stations, the city and county of Honolulu in forty-four fire stations, the county of Kauai in seven fire stations, and the county of Maui in fourteen fire stations.

     The legislature finds that the Hawaii emergency management agency recommends that each resident stock an emergency preparedness kit that includes enough food and water for at least seven days.  However, the legislature also finds that the fire stations of the city and county of Honolulu store only four-day supplies of food and water.  Fire stations of the county of Maui store only a one-day supply of MRE's, or Meals, Ready to Eat, which are intended only for prolonged incidents.  Although fire stations in the county of Kauai have special water filters that can remove impurities for drinking and cooking, those stations do not store emergency supplies of food and water; and neither do the fire stations in the county of Hawaii.

     The legislature further finds that it is in the best interests of the State and the counties to ensure that firefighters have adequate supplies of food and water for their own use at these fire stations, particularly when natural disasters or other calamities strike.

     The purpose of this Act is to appropriate funds to supply emergency seven-day provisions of food and water for state and county firefighters while they serve at fire stations; provided that a county provides matching funds for provisions for its firefighters.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to supply each fire station at state airports with emergency provisions of food and water in amounts sufficient to sustain for seven days all of the firefighters serving during the fully staffed shift at each station.

     The sums appropriated shall be expended by the department of transportation for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to supply each fire station of the county of Hawaii fire department with emergency provisions of food and water in amounts sufficient to sustain for seven days all of the firefighters serving during the fully staffed shift at each station; provided that no funds shall be made available under this Act unless matched on a dollar-for-dollar basis by the county of Hawaii for the purpose for which the sums are appropriated.

     The sums appropriated shall be expended by the county of Hawaii for the purposes of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to supply each fire station of the city and county of Honolulu fire department with emergency provisions of food and water in amounts sufficient to sustain for seven days all of the firefighters serving during the fully staffed shift at each station for seven days; provided that no funds shall be made available under this Act unless matched on a dollar-for-dollar basis by the city and county of Honolulu for the purpose for which the sums are appropriated.

     The sums appropriated shall be expended by the city and county of Honolulu for the purposes of this Act.

     SECTION 5.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to supply each fire station of the county of Kauai fire department with emergency provisions of food and water in amounts sufficient to sustain for seven days all of the firefighters serving during the fully staffed shift at each station; provided that no funds shall be made available under this Act unless matched on a dollar-for-dollar basis by the county of Kauai for the purpose for which the sums are appropriated.

     The sums appropriated shall be expended by the county of Kauai for the purposes of this Act.

     SECTION 6.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to supply each fire station of the county of Maui department of fire and public safety with emergency provisions of food and water in amounts sufficient to sustain for seven days all of the firefighters serving during the fully staffed shift at each station; provided that no funds shall be made available under this Act unless matched on a dollar-for-dollar basis by the county of Maui for the purpose for which the sums are appropriated.

     The sums appropriated shall be expended by the county of Maui for the purposes of this Act.

     SECTION 7.  This Act shall take effect on July 1, 2017.
