Appropriates funds to the Department of Agriculture to assist and fund the National Wildlife Research Center with research of the negative impacts of the rose-ringed parakeet on Kauai and development and implementation of a control plan to reduce the negative impacts. RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST BIG ISLAND DAIRY, LLC. Authorizes the issuance of special purpose revenue bonds to assist Big Island Dairy, LLC, with the operation of its dairy farm in Ookala.

RELATING TO AGRICULTURE. Establishes within the Livestock Revitalization Program a grant program for qualified feed developers. Appropriates funds for the Feed Developer Grant Program, reimbursements to qualified producers for feed costs, and a survey of local feed ingredient sources. (HB1999 HD1)
