RELATING TO HAWAIIAN SANDALWOOD. Makes an appropriation to DLNR for a survey of Hawaiian sandalwood on the island of Hawaii.

RELATING TO STATE BOATING FACILITIES. Clarifies that the Board of Land and Natural Resources may lease all fast lands and submerged lands within any existing state boating facility without prior authorization of the Legislature by concurrent resolution pursuant to section 171-53, Hawaii Revised Statutes.

RELATING TO LIVEABOARD FEES. Increases the current rate of the liveaboard fee for state small boat harbors and clarifies that the liveaboard fee may be increased or decreased by rule adopted by the Department of Land and Natural Resources pursuant to chapter 91, Hawaii Revised Statutes.

RELATING TO TRANSFERABILITY OF MOORING PERMITS. Allows a holder of a mooring permit within state small boat harbors to transfer the mooring permit to the new vessel owner under certain terms and conditions.

RELATING TO AQUATIC MITIGATION BANKS. Authorizes the Department of Land and Natural Resources to establish and operate aquatic mitigation banks to restore, create, enhance, or preserve aquatic habitats or resources as compensatory mitigation.

RELATING TO FRESHWATER RESERVOIRS. Requires the department of land and natural resources, with the collaboration of the department of agriculture, to identify, purchase, and rehabilitate freshwater reservoirs in central Maui suitable for fishing and agriculture. Authorizes the issuance of general obligation bonds to fund the purposes of this Act.

RELATING TO THE WEST MAUI OCEAN RECREATION MANAGEMENT AREA. Requires Department of Land and Natural Resources to establish a temporary west Maui ocean recreation management area advisory committee to advise Department of Land and Natural Resources on issues relating to the state waters within the west Maui ocean recreation management area, particularly with respect to the waters adjacent to Kaanapali on the island of Maui.

RELATING TO SECTION 13 OF ACT 380, SESSION LAWS OF HAWAII 1997. Removes the sunset date on the use of new safe harbor agreements, habitat conservation plans, and incidental take licenses as recovery options for conserving and protecting the State's threatened and endangered species.

MAKING AN APPROPRIATION TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS. Appropriates moneys for the Hawaii Association of Conservation Districts to assist with its staffing and operating costs.

RELATING TO REAL PROPERTY TRANSACTIONS. Requires a purchaser or transferee to execute an oceanfront purchaser statement with every sale or transfer of oceanfront real estate. Requires the statement to be recorded with the bureau of conveyances. Establishes mandatory provisions for every oceanfront purchaser statement. Requires the department of land and natural resources to develop an oceanfront purchaser statement form.

RELATING TO KAENA POINT. Appropriates funds to the department of land and natural resources for additional enforcement officers and on-site educational staff for Kaena point state park and Kaena point natural area reserve to provide full-time coverage and monitoring.

RELATING TO LIPOA POINT. Requires DLNR to implement a management plan for Lipoa point on Maui.
