Clarifies the statute that authorizes the Department of Transportation to negotiate disposition of lands under its control for specific purposes.

RELATING TO LAND DISPOSITIONS.

Authorizes the Department of Transportation to issue revocable permits without approval of the Board of Land and Natural Resources.

RELATING TO FERRIES.

Requires the department of land and natural resources to conduct any necessary environmental assessment for the establishment of a intra-state or inter-state ferry system and makes an appropriation.  Provides a non-refundable tax credit and a fifty per cent reduction in harbor fees for the first year of operation for any company operating an inter-island ferry vessel.

RELATING TO THE ENVIRONMENTAL RESPONSE, ENERGY, AND FOOD SECURITY TAX.

Increases the amount of the environmental response, energy, and food security tax from 15 cents to 45 cents that shall be deposited into the energy security special fund and the agricultural development and food security special fund.

RELATING TO PUBLIC UTILITIES.

Requires the PUC to establish preferential rates for the purchase of energy that is used or consumed for agricultural activities.  Requires the PUC to require electric and gas utilities to develop energy storage technology incentive programs to provide incentives to agricultural customers to acquire energy storage technology for use at the agricultural customers' sites.

Permits hydroelectric facilities on Agricultural District lands that are considered small hydropower facilities under federal law.

Appropriates moneys to the department of agriculture for planning and engineering studies and designs for construction of water source development, renewable energy sources for agricultural development and delivery, and a reservoir to service the agricultural lands surrounding Waimea.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR HAWAII RENEWABLE RESOURCES, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Hawaii Renewable Resources, LLC, with the development of facilities for food crop, animal feed, and renewable non-fossil fuel production on O‘ahu.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR HAWAII RENEWABLE RESOURCES, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Hawaii Renewable Resources, LLC, with the development of a natural gas production facility on Maui that will establish and fund food crops, with renewable natural gas and electricity production and related facilities and projects on the island of Maui.
