RELATING TO COMPOSTING TOILETS. Mandates the counties to approve the installation and use of composting toilets in areas that are inaccessible to municipal wastewater systems.

RELATING TO THE ROSE-RINGED PARAKEET. Appropriates funds to the Department of Agriculture to assist and fund the National Wildlife Research Center to research the negative impacts of the rose-ringed parakeet on Kauai and develop and implement a control plan to reduce the negative impacts.

RELATING TO COASTAL ZONE MANAGEMENT. Requires new developments to plan for the impacts of projected sea level rise and prohibits development in areas significantly affected by projected sea level rise. Transitions to long-term annual shoreline erosion based setback by 1/1/2019 for counties with erosion rate data and requires the setback to be sixty feet from the shoreline for a new development.

RELATING TO COUNTIES. Allows county lifeguards to enforce state laws, rules, and regulations in the near shore zone.

RELATING TO WATER INFRASTRUCTURE LOANS. Establishes a water infrastructure loan program under the Hawaii water infrastructure authority within DLNR. Allows authority to make loans for water infrastructure development, repair, and maintenance. Makes appropriation.
