RELATING TO NATURAL RESOURCES.

Prohibits the sale, offer to sell, purchase, trade, or barter of any part or product from various animal and marine species.  Provides exceptions to this prohibition, including for traditional cultural practices protected under the state constitution.  Imposes penalties for violations of the prohibition on trafficking animal parts and products, including specific administrative fines.  Effective January 1, 2017.

RELATING TO SHARK AND RAY PROTECTION.

Establishes penalties and fines for any person who knowingly captures, kills, or takes any shark or ray within state marine waters and makes it a misdemeanor.  Provides exemptions for native Hawaiian gathering rights and cultural practices, special activity permits, research purposes, and public safety.

Extends the conclusive presumption of signage as legally adequate warning of dangerous conditions to "non-natural" conditions on unimproved public land.
