RELATING TO INDUSTRIAL HEMP. Provides the authority, procedures, and licensing requirements related to the production of industrial hemp as an agricultural product. Requires the department of agriculture to promote industrial hemp research and development of markets for industrial hemp. Requires the possession, use, sale, or transfer of industrial hemp for research and development purposes to not constitute certain offenses involving a detrimental drug.

RELATING TO AGRICULTURE. Appropriates funds to support three additional inspector positions on the island of Oahu within the department of agriculture's pesticides branch.

RELATING TO KALO. Supports kalo (taro) farming by designating the protection of kalo farming as a state objective and provides zoning, income tax, and general excise tax exemptions for kalo farming activities.

RELATING TO SOLID WASTE MANAGEMENT. Appropriates $5,000,000 for the study, design, engineering, and land acquisition for a solid waste treatment plant for Pahoa, Hawaii.

RELATING TO RAT LUNGWORM DISEASE. Appropriates funds to the University of Hawaii at Hilo, the department of health, and the department of land and natural resources for programs, studies, and activities related to rat lungworm disease.

RELATING TO COMMERCIAL ACTIVITY FOR OCEAN RECREATION AND COASTAL AREAS. Amends the definition of "commercial activity" within section 200-4(a), Hawaii Revised Statutes.

RELATING TO COMMERCIAL USE OF STATE OCEAN WATERS. Authorizes the Department of Land and Natural Resources to limit commercial use of state ocean waters where it is reasonable for environmental or user safety considerations to do so.
