RELATING TO THE PUBLIC UTILITIES COMMISSION. Allows a commissioner to attend by teleconference or videoconference a public hearing of the public utilities commission, except for a contested case hearing, including allowing a commissioner who resides on an island other than Oahu to attend a public hearing of the commission held on Oahu and a commissioner residing on the island of Oahu to attend a public hearing of the commission held on an island other than Oahu. Enables a member of the commission who is a resident of a county other than the city and county of Honolulu to receive per diem compensation. Enables a person's island of residence to be used as a criterion when determining the person's qualification to serve as a commissioner. (SD1)

MAKING AN APPROPRIATION FOR EMERGENCY MEDICAL SERVICES. Appropriates moneys for FY 2016-2017 for a 24-hour, 7-days-a-week, rapid response emergency medical services unit for the County of Kauai. (HB1874 HD1)

RELATING TO INSURANCE COVERAGE OF HEALTH SCREENINGS. Ensures that all insurers in the State, including health benefits plans under chapter 87A, Hawaii Revised Statutes, provide insurance coverage for sexually transmitted disease screenings, including screenings for human immunodeficiency virus and acquired immunodeficiency syndrome. Applies to health insurance policies, contracts, and plans issued or renewed after 1/1/2018. Effective 7/1/2070. (SD1)

RELATING TO INSURANCE. Authorizes insurers, mutual benefit societies, and health maintenance organizations to offer, sell, or renew, on or after January 1, 2017, a high deductible health plan in conjunction with a health savings account to an employer subject to the prepaid health care act together with a prepaid health care plan insurance policy, which is not a high deductible health plan, that has been sold to the employer. Specifies limitations for high deductible health plans and health savings accounts. (SD1)

RELATING TO THE DISABILITY COMPENSATION DIVISION. Appropriates funds for the hiring of six identified hearings officer positions and support staff within the Department of Labor and Industrial Relations' Disability Compensation Division and to provide the officers and staff with legal and medical training. Establishes a retirement benefit incentive for public employees, otherwise eligible to retire, whose positions are subject to layoff due to the consolidation or abolition of functions, or the privatization of the functions of the positions. RELATING TO UNEMPLOYMENT. Creates a temporary program, limited to counties with a population under 200,000, to provide additional benefits to unemployed workers by extending their unemployment insurance benefits. Makes an appropriation. Effective July 1, 2050. (SD1)

Clarifies the Governor's authority to negotiate for the construction of correctional facilities and aligns environmental impact statement and assessment requirements as generally applicable requirements. Appropriates funds for jail facilities for an Oahu Community Correctional Center and relocating Maui Community Correctional Center. Requires a feasibility report on development of Oahu Community Correctional Center land.
