RELATING TO PUBLIC EMPLOYEES.

Requires public retiree contributions to the EUTF to be paid through withholdings of retirement benefit amounts from the ERS.  Beginning after January 1, 2017, requires the EUTF to authorize automatic electronic payments in lieu of withholdings.  Effective July 1, 2076.  (SD1)

Appropriates moneys from the general fund for civil legal services for low- and moderate-income persons to be purchased by the Judiciary.  Takes effect on 1/7/2059.  (SD1)

RELATING TO CAMPAIGN FINANCE.

Amends the permitted uses of campaign funds to include private schools as an entity to which a candidate may make a donation up to certain contribution amounts and include expenses incurred for membership in civic or community groups or for protocol gifts as payment of ordinary and necessary expenses incurred in connection with the candidate's duties as a holder of office.  Allows a candidate committee of a candidate who ceases to be candidate because of death of the candidate to use campaign funds to make donations to certain types of organizations, return the residual funds to the contributors, or both, within a ninety-day period, and requires any campaign funds not donated or returned to contributors to escheat to the Hawaii election campaign fund.  Repeals the use of Hawaii election campaign funds for the operating expenses of the campaign spending commission.  Transfers excess trust funds to the general fund.  Appropriates moneys to the Campaign Spending Commission for operating expenses.  (SD1)

RELATING TO GOVERNMENTAL TRAVEL.

Authorizes the State and counties to pay the approved travel costs of their officers and employees directly to vendors or by cash advance to the officer or employee, unless otherwise provided in a collective bargaining agreement.  Takes effect on 7/1/2030.  (SD1)

RELATING TO LABOR.

Excludes employers under certain circumstances from providing Temporary Disability Insurance (TDI) coverage for themselves if they perform services for their own corporation, limited liability company (LLC), limited liability partnership (LLP), partnership, or sole proprietorship.  Allows the Director of Labor and Industrial Relations to receive electronic reports of injuries and other workers' compensation required reports.  Increases the penalties for not having TDI coverage, for failure to make correct or timely benefit payments, for terminating such benefits, for failure to file medical reports, for employer's failure to provide copies of requested medical reports, for not having Workers' Compensation coverage, and for the deduction of premium payment from employee wages.  Takes effect on 7/1/2112.  (SD1)

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS.

Appropriates funds for five additional labor law enforcement specialist positions in the department of labor and industrial relations to protect Hawaii employees' wages and enforce Hawaii's labor laws, including wage and hour laws on public works construction projects.  (SD1)

RELATING TO WORKERS' COMPENSATION.

Requires the Department of Labor and Industrial Relations to contract with an actuarial firm that has experience conducting workers' compensation closed claims studies in the United States to perform a study of closed claims in the State's workers' compensation system.  Appropriates funds and requires matching funds.  Effective July 1, 2091.  (SD1)
