RELATING TO STATE BONDS. Authorizes the issuance of general obligation bonds. Makes findings required by Article VII, Section 13 of the State Constitution to declare that the issuance of authorized bonds will not cause the debt limit to be exceeded.

RELATING TO NON-GENERAL FUNDS. Repeals the Kapolei recreational sports complex special fund, reclassifies the prepaid airport use charge fund to a trust fund, and abolishes the photo enforcement revolving fund. Transfers the remaining unencumbered balances to the general fund.

RELATING TO TAXATION. Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by changing the manner for determining the taxpayer's applicable percentage of employment-related expenses that constitutes the tax credit. (HB1702 HD1)

RELATING TO AMENDING OR REPEALING HAWAII REAL PROPERTY TAX LAWS FOR THE PURPOSE OF DELETING OBSOLETE OR UNNECESSARY PROVISIONS. Repeals various sections of the real property tax laws for the purpose of deleting obsolete and unnecessary provisions. (HB2217 HD1)

RELATING TO TAXATION. Requires the Department of Taxation to evaluate and recommend the repeal of certain tax credits and tax exemptions and report to the Legislature before the regular session of 2018. Beginning July 1, 2018, and every five years thereafter, requires the Department of Taxation to evaluate new tax credits and exemptions. (HB1527 HD1)
