The following measure(s) were previously heard in their respective standing committees:
RELATING TO WITNESSES. Increases the per diem payments for out-of-state witnesses in criminal cases from $145 to $200. Increases the per diem payment supplement from $90 to $145, for witnesses from any island other than the island on which the court is located, when that witness is required to stay overnight.

RELATING TO CAMPAIGN SPENDING. Increases the amounts of fines that may be assessed against persons other than individuals for campaign spending violations. Allows the campaign spending commission to recover its costs from violators. Directs moneys collected for costs to be deposited in the Hawaii election campaign fund.

RELATING TO CAMPAIGN SPENDING. Specifies certain types of dissemination, distribution, republication, and use of campaign materials, the financing of which by any person shall not be considered a contribution to a candidate. Effective January 7, 2059. (SD1)

RELATING TO CLASS C FELONIES. Increases the fine from $1,000 to $10,000 for a person who provides false information when registering to vote late or at an absentee polling place.

RELATING TO ABSENTEE BALLOTS. Allows a permanent absentee voter to temporarily receive a ballot at an alternate address for elections within an election cycle. Clarifies that certain conditions that normally lead to a termination of permanent absentee voter status do not apply if the voter resides in an absentee ballot only area. Replaces references to facsimile ballots with references to electronically transmitted ballots. Allows a voter to receive an absentee ballot by electronic transmission if the voter requires such a ballot within five days of an election, or the voter would otherwise not be able to return a properly issued ballot by the close of polls. RELATING TO ENERGY. Restores the amendments made to sections 243-1 and 243-4(a), HRS, which sunsetted on December 31, 2015. Clarifies that naphtha fuel, used in a power-generating facility, is subject to the fuel tax at a rate of 2 cents per gallon, retroactive to January 1, 2016. (SD1)

RELATING TO THE DEPARTMENT OF HEALTH. Authorizes the governor to negotiate with any person for the development or expansion of a forensic facility of the department of health.
