RELATING TO FEDERAL FUNDS. Requires the office of the governor to prepare a federal funding policy study for the State of Hawaii. Requires an interim report to be submitted before the 2017 regular session and the final study to be submitted before the 2018 regular session. Makes an appropriation. Effective 7/1/2016.

RELATING TO A GENERAL EXCISE TAX EXEMPTION FOR LOW INCOME RENTAL SUBSIDIES. Exempts rental subsidy payments for Section 8 and Housing First Programs from the state general excise tax.

RELATING TO STATE EARNED INCOME TAX CREDIT. Creates a ten per cent state earned income tax credit. Requires reporting by department of taxation. Applies to taxable years beginning after 12/31/2016.
