RELATING TO STATEWIDE INFRASTRUCTURE CAPACITY BUILDING CONSTRUCTION FINANCING. Establishes the Infrastructure Capacity Construction Loan Revolving Fund to provide loans to counties, state agencies, or private developers for infrastructure improvements. Appropriates funds.

RELATING TO WATER INFRASTRUCTURE LOANS. Establishes a water infrastructure loan program under the Hawaii water infrastructure authority within DLNR. Allows authority to make loans for water infrastructure development, repair, and maintenance. Makes appropriation.

RELATING TO FRESHWATER RESERVOIRS. Requires the department of land and natural resources, with the collaboration of the department of agriculture, to identify, purchase, and rehabilitate freshwater reservoirs in central Maui suitable for fishing, agriculture, and aquaponics. Authorizes the issuance of general obligation bonds to fund the purposes of this Act.

RELATING TO INFRASTRUCTURE. Establishes a Dam and Reservoir Working Group to ensure and enhance the continued availability and operation of dams and reservoirs in the State of Hawaii.

RELATING TO WATER QUALITY CERTIFICATION. Establishes time limits for the approval or disapproval of water quality certification applications for state projects.

RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT. Clarifies that the director of the department of health or the director's designee shall serve as an ex officio voting member on the commission on water resource management.

RELATING TO WATER RIGHTS. Allows a holdover permit to be issued to an applicant seeking to renew their water rights lease.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to TWO minutes. This two minute policy will be enforced to ensure fairness and adequate consideration to all bills.
