RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Prohibits the HCDA from approving a developer's community development plan, updated, amended, modified, or revised community development plan, or permit application unless the HCDA and the owner and developer of the affected land enters into a memorandum of understanding in which parties to the memorandum acknowledge the ownership of each public street or highway that is adjacent to the land that is the subject of the community development plan or permit. Provides that the authority accepts ownership of any public street or highway for which ownership is disputed.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Requires HCDA to undertake and complete the Kalaeloa energy corridor project.

RELATING TO STATE BOATING FACILITIES. Clarifies that the Board of Land and Natural Resources may lease all fast lands and submerged lands within any existing state boating facility without prior authorization of the Legislature by concurrent resolution pursuant to section 171-53, Hawaii Revised Statutes.

RELATING TO LIVEABOARD FEES. Increases the current rate of the liveaboard fee for state small boat harbors and clarifies that the liveaboard fee may be increased or decreased by rule adopted by the Department of Land and Natural Resources pursuant to chapter 91, Hawaii Revised Statutes.

RELATING TO TRANSFERABILITY OF MOORING PERMITS. Allows a holder of a mooring permit within state small boat harbors to transfer the mooring permit to the new vessel owner under certain terms and conditions.

RELATING TO PUBLIC LAND LIABILITY. Extends the conclusive presumption of signage as legally adequate warning of dangerous conditions to "non-natural" conditions on unimproved public land.

RELATING TO SUNSET MEMORIAL PARK. Requires the Director of Commerce and Consumer Affairs in consultation with the Comptroller to develop strategies for the upkeep, repair, and maintenance of Sunset Memorial Park in Pearl City, Oahu. Requires a report to the legislature.

RELATING TO CONSERVATION DISTRICTS. Requires a ninety day extension of the conservation district permit decision deadline beyond the time necessary to complete an environmental impact statement or contested case hearing.

RELATING TO THE WORLD CONSERVATION CONGRESS. Appropriates moneys to the DLNR to host the International Union for Conservation of Nature World Conservation Congress meeting at the Hawaii Convention Center on September 1-10, 2016.

RELATING TO HUNTING. Establishes a Hawaii apprentice hunting license to authorize persons without a hunting license to hunt under direct supervision of a licensed hunter.

RELATING TO PUBLIC HOUSING. Requires the Hawaii Public Housing Authority to coordinate with the Office of Planning and work in conjunction with the Hawaii Housing Finance and Development Corporation when developing a public housing project on property within one-half mile of a transit station.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 1 copies (including an original) to Room 316 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8494 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
