RELATING TO THE KONA INTERNATIONAL AIRPORT. Renames the Kona International Airport as the Ellison Onizuka Kona International Airport.

MAKING AN APPROPRIATION FOR A FEDERAL INSPECTION STATION AT KONA INTERNATIONAL AIRPORT. Appropriates funds for a federal inspection station at Kona International Airport at Keahole.

RELATING TO UNMANNED AERIAL SYSTEMS. Increases the fine for conviction of certain offenses when an unmanned aerial system is used as a means of committing the offense. Provides that the offense of simple trespass can be committed when a person knowingly enters or remains unlawfully in the airspace directly above premises up to two hundred feet above ground level.

RELATING TO A PORT AUTHORITY. Establishes the Hawaii Port Authority. Empowers the Authority to administer a statewide system of small boat harbors and small airports. Appropriates funds.

RELATING TO MOTOR VEHICLES. Authorizes a police officer to cause to be towed a motor vehicle if the operator is arrested or cited for various traffic offenses, including driving under the influence of an intoxicant. Provides exceptions. Provides notice and hearing requirements.

RELATING TO MOTOR VEHICLE LIGHTS. Requires motor vehicles to be operated on public highways during daylight hours with the daytime running lights on. Requires motor vehicles not equipped with daytime running lights to be operated on public highways during daylight hours with the headlights on.

RELATING TO MOBILE ELECTRONIC DEVICES. Prohibits a pedestrian from crossing a street, road, or highway while using a mobile electronic device.

RELATING TO TRANSPORTATION. Provides exemptions from vehicle registration, safety inspection, and driver licensure requirements for marine terminal equipment. Allows the operation of marine terminal equipment on a highway in certain conditions.

RELATING TO TESTING FOR INTOXICANTS. Repeals section 291E-68, Hawaii Revised Statutes, regarding refusing to submit to a breath, blood, or urine test for those arrested for the use of intoxicants while operating a vehicle. Makes conforming amendments to section 291E-15, Hawaii Revised Statutes.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Prohibits the HCDA from approving community development plans and permit applications for the Kakaako district without an MOU between the Authority and the developer or owner of the relevant land acknowledging the ownership of adjacent streets and highways. Requires the Authority to accept ownership of a public street or highway in the case of a dispute. (HB2048 HD1)

RELATING TO TRANSPORTATION. Requires the counties to accept the surrender of a private road if there has been no act of private ownership for five years. Exempts the State and counties from maintaining surrendered roads and from liability for lack of maintenance or for maintenance performed prior to assuming ownership.

RELATING TO HIGHWAYS. Appropriates revenues for repair work and resurfacing of Kalani Street, Auld Lane, and Rawlins Lane on the island of Oahu.

RELATING TO MOTOR VEHICLE RENTAL INDUSTRY. Allows lessors of rental motor vehicles to pass on to lessees a vehicle license recovery fee. Defines vehicle license recovery fee.

RELATING TO PARKING. Establishes fines beginning January 1, 2017, for owners of parking facilities with at least one hundred parking spaces that do not provide at least one parking space equipped with a charging system exclusively for electric vehicles.

RELATING TO TRANSPORTATION NETWORK COMPANIES. Establishes motor vehicle insurance requirements for transportation network companies and persons who operate or serve as drivers for transportation network companies.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
