MAKING AN APPROPRIATION FOR W.H. SHIPMAN FOR TRAFFIC MODIFICATIONS IN THE SHIPMAN BUSINESS PARK. Makes an appropriation for a grant-in-aid to W.H. Shipman, Ltd., for traffic plans and traffic lights in the Shipman Business Park.

RELATING TO SPECIAL PURPOSE REVENUE BONDS. Authorizes the issuance of special purpose revenue bonds to assist Bikeshare Hawaii develop a bikeshare system in the State.

RELATING TO TRANSPORTATION. Requires the department of transportation to conduct a feasibility study of establishing an interisland ferry system. Makes an appropriation for the study.

RELATING TO A PORT AUTHORITY. Establishes a three-year Hawaii Port Authority pilot project. Empowers the Authority to administer a statewide system of harbors and airports. Appropriates moneys for the pilot project.

MAKING AN APPROPRIATION FOR A FEDERAL INSPECTION STATION AT KONA INTERNATIONAL AIRPORT. Appropriates funds for a federal inspection station at Kona International Airport at Keahole.

RELATING TO THE KIHEI BOAT HARBOR. Appropriates funds for maintenance dredging of the Kihei Boat Ramp.

RELATING TO MOTOR VEHICLE INSPECTIONS. Expands authority of the Director of Transportation over required motor vehicle and motor carrier vehicle inspections in the State. Upgrade the methods and procedures of state motor vehicle inspections because the current system is inefficient in that legislation needs to be passed every time an inspection fee is amended. Also, reduce the amount of insurance information required on an inspection certificate.

RELATING TO TESTING FOR INTOXICANTS. Repeals section 291E-68, Hawaii Revised Statutes, regarding refusing to submit to a breath, blood, or urine test for those arrested for the use of intoxicants while operating a vehicle. Makes conforming amendments to section 291E-15, Hawaii Revised Statutes.

RELATING TO HIGHWAY SAFETY. Amends the law relating to the storage of opened container that contains intoxicating liquor or the consumption at the scenic lookout. Clarifies where intoxicating liquor may be kept in a motor vehicle. Further clarifies who and where an opened container may be possessed in a recreational vehicle, house coach, or house trailer.
