RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST BIOENERGY HAWAII, LLC.

Extends the authorization of the issuance of special purpose revenue bonds to BioEnergy Hawaii, LLC, for the purpose of establishing a cogeneration facility and related energy production facilities, for an additional five years.

RELATING TO THE USE OF INTOXICANTS WHILE OPERATING A VEHICLE.

Lowers the threshold of blood alcohol content for the offense of driving under the influence of an intoxicant.

RELATING TO SAFETY HELMETS.

Requires safety helmet to be worn by drivers and passengers of motorcycles, motor scooters, and mopeds, who are under the age of twenty-five.

Prohibits smoking in a motor vehicle in which a minor is present.

Requires mopeds to have motor vehicle inspection safety checks.
