RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Provides Enterprise Zone incentives for qualified renewable energy technology business activity on real property owned by the Natural Energy Laboratory of Hawaii Authority.

RELATING TO RENEWABLE HYDROGEN.

Authorizes the issuance of general obligation bonds and makes an appropriation for the development of an electrolysis process hydrogen production, storage, and dispensing facility and appropriates funds for the operation of the facility.

RELATING TO ENERGY.

Aims to reduce Hawaii's dependence on imported fossil fuels for electrical generation and ground transportation by 2045 and creates goals and targets in Hawaii's Clean Energy Initiative and State Planning Act.

RELATING TO SHIP REPAIR.

Establishes the ship repair industry grant program.  Makes an appropriation.

RELATING TO TRANSIT-ORIENTED DEVELOPMENT.

Establishes the business mitigation relief pilot program to assist businesses negatively impacted by the construction of the rail project.  Establishes guidelines and procedures for financial assistance through the program.  Appropriates funds for the program.
