RELATING TO EMERGENCY SERVICES. Changes the total county allocation under the TAT to fund lifeguard and emergency medical services personnel positions in the counties. Repeals the emergency medical services special fund.

RELATING TO ECONOMIC LEAKAGE. Requires DBEDT to prepare a report examining the severity of economic leakage in Hawaii's tourism industry. Makes an appropriation.

RELATING TO TRANSIENT OCCUPANCY. Requires hosting platforms that offer or advertise a residential unit on the Internet for transient occupancy to report certain information annually to the DCCA. Provides for administrative fine to be deposited into the compliance resolution fund.

RELATING TO TAXATION. Authorizes each county to levy a transient accommodations tax at a rate to be determined by county ordinance.

RELATING TO TRANSIENT ACCOMMODATIONS TAX. Adjusts allocation of transient accommodations tax revenues to the tourism special fund for inflation. Adjusts allocation to the counties to equal 45% of the amount of revenues remaining after all other allocations are made.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
