RELATING TO CORRECTIONAL FACILITIES. Creates an exemption from Hawai‘i Revised Statutes §343-5 for a jail facility to be built adjacent to Halawa Correctional Facility and funding therefore and makes clarifying amendments.

RELATING TO CORRECTIONAL FACILITIES. Requires the construction of a correctional facility at the Halawa Correctional Facility site to replace the existing OCCC. Requires a study on the feasibility of State redevelopment of the land that is currently occupied by OCCC. Appropriates funds.

RELATING TO HAWAII CORRECTIONAL INDUSTRIES. Authorizes Hawaii Correctional Industries to sell products and services on the open market to the general public.

RELATING TO PUBLIC SAFETY. Establishes a Commission on Criminal Justice and Sentencing Reform in the Governor's Office. Requires the Commission to develop a statewide framework of sentencing and corrections policies to further reduce the State's incarcerated population by 25% by year 2025. The Commission shall also develop a plan to reduce spending on corrections and reinvest in strategies to increase public safety and reduce recidivism.

RELATING TO THE PUUHONUA COMMISSION. Establishes the puuhonua commission within the department of public safety to help post-incarcerated persons, probationers, and parolees reintegrate into society. Creates county advisory committees to advise the commission. Establishes a special fund.

RELATING TO EDUCATION. Establishes within DOE the youth civil defense corps. Requires BOE to adopt standards and curriculum for student participation.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to three minutes.

FAX: For testimony less than 5 pages in length, transmit to 808-586-6331 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
