RELATING TO PROPELLER GUARDS. Requires all motorized recreational vessels operating in nearshore waters to have properly functioning propeller guards.

RELATING TO AQUATIC RESOURCES PENALTIES. Authorizes the court to require a person who violates certain laws pertaining to aquatic resources to complete an aquatic resources educational class administered by DLNR in lieu of or in addition to paying a monetary fine. Authorizes the court to require a person who violates certain laws pertaining to aquatic resources to perform community service administered by DLNR in lieu of paying a monetary fine.

RELATING TO TOURISM. Appropriates funds for the restoration of a continuous beach and infrastructure for public access along the Waikiki waterfront.

RELATING TO THE WEST MAUI OCEAN RECREATION MANAGEMENT AREA. Requires Department of Land and Natural Resources to establish a west Maui ocean recreation management area advisory committee to advise Department of Land and Natural Resources on issues relating to the state waters within the west Maui ocean recreation management area, particularly with respect to the waters adjacent to Kaanapali on the island of Maui.

RELATING TO THE CAUSES OF DECLINE IN LIMU AND REEF FISH. Appropriates general funds for the department of land and natural resources to conduct and contract for studies to identify the causes of decline in limu and reef fish along the Ewa coast.

RELATING TO COMMERCIAL ACTIVITY FOR OCEAN RECREATION AND COASTAL AREAS. Clarifies the definition of "commercial activity" for purposes of DLNR regulation of ocean and coastal recreation activities to include the exchange, buying, and selling of goods; provision of services; activities of commercial operators; and advertising or solicitation of business. RELATING TO AQUATIC MITIGATION BANKS. Authorizes the Department of Land and Natural Resources to establish and operate aquatic mitigation banks to restore, create, enhance, or preserve aquatic habitats or resources as compensatory mitigation.

RELATING TO COMMERCIAL USE OF STATE OCEAN WATERS. Authorizes the Department of Land and Natural Resources to limit commercial use of state ocean waters where it is reasonable for environmental or user safety considerations to do so.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS. Ensures the legislature fulfills its responsibility under article XII, section 1, of the state constitution by appropriating sufficient general funds for the administration and operating expenses of the department of Hawaiian home lands for fiscal year 2016–2017.
