RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Reduces the minimum Hawaiian blood quantum requirement of certain transferees and successors to lessees of Hawaiian home lands from one-quarter to one thirty-second.

RELATING TO INDEPENDENT LEGAL COUNSEL.

Authorizes the Department of Hawaiian Home Lands to employ and retain independent counsel.

RELATING TO THE QUALIFICATION OF SUCCESSORS TO LESSEES UNDER THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Lowers the required blood quantum to one-thirty second Hawaiian for the lessee’s relatives currently eligible to succeed to a lease with one-thirty second Hawaiian including a lessee’s husband, wife, children, grandchildren, brothers or sisters.

RELATING TO RADIATION LEVELS IN SEAFOOD.

Requires DOH to implement a pilot project to monitor radiation levels in consumer seafood and seaweed products over the next 5 years and to post periodic reports on its website.  Makes an appropriation.

Requires UH to conduct a study on the effects of sunscreen on Hawaii's coral reefs.  Appropriates funds.

Amends the definition of "water pollutant" as used in chapter 342D, HRS, to exclude locally sourced beach sand.

RELATING TO KALO.

Supports kalo (taro) farming by designating the protection of kalo farming as a state objective and provides zoning, income tax, and general excise tax exemptions for kalo farming activities.

RELATING TO THE KING KAMEHAMEHA CELEBRATION COMMISSION.

Amends the membership of the King Kamehameha Celebration Commission.  Provides the chairperson of the commission with the authority to establish an advisory committee composed of past commission members to advise the chairperson on historical and archival background of the commission.  Amends the support staff function.  Amends the mission and purpose of the commission.

Status

RELATING TO NATIVE HAWAIIAN RESOURCES.

Authorizes the BLNR Chairperson to transfer public land trust funds to the Kaho‘olawe Rehabilitation Trust Fund.  Authorizes the Office of Hawaiian Affairs to expend public land trust funds for purposes consistent with those of the Kaho‘olawe Rehabilitation Trust Fund.
