RELATING TO INCREASING THE PAYMENT AMOUNT FOR THE OFFICE OF HAWAIIAN AFFAIRS’ PRO RATA SHARE OF THE PUBLIC LAND TRUST. Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the office of Hawaiian affairs twenty per cent of each receipt from the disposition. Returns to the office of Hawaiian affairs certain moneys previously claimed as public land trust overpayments to the office. Establishes a public land trust revenues negotiating committee.

MAKING AN APPROPRIATION TO THE KAHO‘OLAWE ISLAND RESERVE COMMISSION. Appropriates funds to the Kaho‘olawe Island Reserve Commission for restoration and preservation projects. Requires submission of a financial self-sufficiency and sustainability plan to the legislature no later than twenty days prior to the 2017 Regular Session.

RELATING TO SUSTAINABILITY. Establishes a three-year pilot project to promote photovoltaic powered desalinization on the island of Kaho‘olawe and to study the benefits of the technology's use.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
