The purpose of this informational briefing is to discuss the implementation of the Universal Crew Contract in the Hawaii commercial fishing industry fleet, issuance of fishing licenses and the conditions of foreign labor related to fishing and ocean resources. In light of recent reports by the Associated Press that alleged unacceptable living and working conditions for foreign labor workers on commercial fishing vessels docked at Honolulu Harbor, the Committees have invited representatives from the commercial fishing industry, state departments and community groups to implement strategies and solutions to address the issue.
No public testimony will be accepted.
