Directs and appropriates funds for the Department of Labor and Industrial Relations to provide workforce development, worker training and retraining, and other dislocated worker assistance programs for workers affected by the cessation of sugar production on Maui.

RELATING TO LABOR. Appropriates funds to establish, administer, and support on-the-job training for individuals who are unemployed and dislocated due to the closure of Hawaiian Commercial & Sugar Company on Maui.

RELATING TO COLLECTIVE BARGAINING. Specifies that the benefits of the Hawaii employer-union health benefits trust fund are subject to negotiation. Clarifies that a decision of an arbitration panel shall be final.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Exempts certain procurements of the EUTF from the procurement code. Specifies the fiduciary duties of EUTF trustees. Amends the composition, appointing authorities, vacancy-filling procedure, and quorum requirements of the EUTF board of trustees. Authorizes the establishment of sub-boards of the EUTF board for the negotiation of contributions that apply only to particular bargaining units. Authorizes the EUTF board to appoint attorneys independent of the attorney general. Amends the administration of EUTF moneys and transfers control of EUTF to the department of human resources development.

MAKING AN APPROPRIATION FOR THE PREMIUM SUPPLEMENTATION TRUST FUND. Makes an appropriation to replenish funds in the Premium Supplementation Trust Fund to cover the costs of health care expenses for eligible employees and for premium supplementation for employers that are entitled to premium supplementation under the Prepaid Health Care Law.

RELATING TO EMPLOYMENT SECURITY. Doubles maximum potential unemployment benefits for employees separated from service commencing on an unspecified date.

RELATING TO THE PREVENTION OF UNFAIR LABOR PRACTICES. Allows the Hawaii Labor Relations Board the option of serving complaints and notices of hearings via first class mail and also allow service by electronic means.

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS. Appropriates funds for five additional labor law enforcement specialist positions in the department of labor and industrial relations to protect Hawaii employees’ wages and enforce Hawaii's labor laws, including wage and hour laws on public works construction projects. Effective July 1, 2016.

RELATING TO PUBLIC EMPLOYMENT. Prohibits the State from hiring persons for more than one 89-day term for a fully or partially general-funded position per lifetime of the person. Provides for limited exceptions.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
