RELATING TO ADOPTION RECORDS. Amends requirements relating to adoption records. Allows adopted individuals who have attained the age of eighteen and their natural parents access to the adopted individual's sealed adoption records upon submission to the family court of a written request for inspection. RELATING TO MENTAL HEALTH. Requires the family court to consider assisted community treatment as an alternative to commitment to a psychiatric facility for a person subject to a petition for involuntary hospitalization. (HB2559 HD1)

RELATING TO FIREARMS. Requires firearms owners who have been disqualified from owning a firearm and ammunition due to mental illness to immediately surrender their firearms and ammunition to the Chief of Police. (HB2632 HD1)

RELATING TO NURSING. Requires all nurse licensure applicants and nurse license renewal applicants to comply with state and federal criminal history record checks. Authorizes the Board of Nursing to develop and adopt rules to implement required criminal history record checks. (HB1756 HD2)

RELATING TO PRESCRIPTION DRUG BENEFITS. Authorizes a beneficiary of a prescription drug benefit plan to obtain a prescription without penalty from a non-network retail community pharmacy located within fourteen miles of the beneficiary's residence, if the nearest network retail community pharmacy is located more than fourteen miles away. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

FAX: For testimony less than 5 pages in length, transmit to 808-586-6531 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. Those wishing to provide oral testimony will be limited to two minutes.
