RELATING TO THE LITIGATION TRUST FUND. Amends sections 28-16 and 661-22, Hawaii Revised Statutes, to enable the Attorney General to retain and deposit fifteen per cent of any recovery from any civil action or settlement of a civil claim initiated or prosecuted by the Attorney General to be used for staffing, expenses, equipment, and training.

RELATING TO PUBLIC SERVICE LEGAL LOAN REPAYMENT ASSISTANCE. Establishes a student loan repayment program for attorneys who practice in an area of law that provides legal assistance and policy advocacy for indigent persons. Makes an appropriation. (HB1531 HD1)

RELATING TO YOUTH GANGS. Appropriates funds for the development of prevention and intervention services and programs statewide for youth at risk, and to monitor gang activities and establish new gang prevention strategies and projects. (HB1987 HD1)

RELATING TO BALLOTS. Requires that Hawaiian language ballots be made available in each election upon voter request. (HB2736 HD1)

RELATING TO TRANSPORTATION. Requires the counties to accept the surrender of a private road if there has been no act of private ownership for five years or condemnation proceedings have been initiated. Exempts the State and counties from maintaining surrendered roads and from liability for lack of maintenance or for maintenance performed prior to assuming ownership. (HB2049 HD1)

RELATING TO PARKING. Establishes fines beginning January 1, 2017, for owners of parking facilities with at least one hundred parking spaces that do not provide at least one parking space equipped with a charging system exclusively for electric vehicles. Allows for a warning prior to being fined for a first violation. (HB2221 HD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Authorizes forfeiture of certain Employees' Retirement System benefits, pursuant to court order, for state or county employees and designated beneficiaries who are convicted of an employment-related felony. (HB2314 HD1)

RELATING TO THE COLLECTION OF RESTITUTION FOR CRIME VICTIMS. Creates standards and procedures for income-withholding for purposes of enforcing restitution orders. Amends the definition of "debt" relating to the recovery of money owed to the State to include court-ordered restitution subject to civil enforcement. Provides priority of income withholding orders. Extends victims' access to adult probation records to include access to payment compliance records. Requires that any bail posted by a defendant be applied toward payment of any court-ordered restitution in the same case. Appropriates funds.

RELATING TO MEDICAL MARIJUANA. Amends penalties pertaining to certain medical marijuana prohibitions. Repeals certain medical marijuana prohibitions.

DECISION MAKING TO FOLLOW
