RELATING TO DOMESTIC VIOLENCE. Requires the use of a domestic violence identification code for violent crimes between family or household members. Requires the number of domestic violence incidents to be reported monthly to the Attorney General, posted to the counties' and agencies' websites, and made available to the public.

RELATING TO STATUTORY REVISION: AMENDING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS. Amends various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

RELATING TO CRIMINAL JUSTICE DATA. Requires chiefs of police and agencies of State and county government that have the power of arrest to report crime incident reports to the Attorney General. Counties shall be fined for noncompliance by county police departments.

RELATING TO CORPORATIONS. Requires domestic and foreign corporations to provide their shareholders with detailed reports of independent expenditures and political contributions.

PROPOSING AN AMENDMENT TO ARTICLE IV, SECTION 2, OF THE HAWAII STATE CONSTITUTION TO ADDRESS THE SELECTION OF MEMBERS OF THE REAPPORTIONMENT COMMISSION. Ensures participation of all political parties on the reapportionment commission by providing that if there are no members belonging to the minority party or parties in a house of the legislature, the members belonging to the same minority party or parties in the other house of the legislature shall nominate persons to serve on the commission.

RELATING TO THE DISPOSITION OF PUBLIC LANDS. Establishes within the department of land and natural resources, a four-year public land lease pilot project in counties with a population between 170,000 and 200,000. Authorizes lessees of public land to relinquish a lease. Provides for the disposition of the land and improvements at public auction after relinquishment. (HB518 HD1)

RELATING TO SENTENCING. Provides that the commission of certain offenses of assault in the presence of the victim's minor child is an aggravating factor in the sentencing of the defendant convicted of the offense.

RELATING TO CAMPAIGN SPENDING. Increases the amounts of fines that may be assessed against persons other than individuals for campaign spending violations. Allows the campaign spending commission to recover its costs from violators. Directs moneys collected for costs to be deposited in the Hawaii election campaign fund.

RELATING TO ELECTIONS. Requires the Chief Election Officer to select a letter of the alphabet by lot and arrange candidate names on ballots in alphabetical order by last name, beginning with the randomly selected letter. Requires notice to voters that the candidates may not necessarily be listed in alphabetical order on the ballot by a method suited for all voting systems. Directs the Chief Election Officer to establish procedures to implement this new procedure applicable to elections in the next two year election cycle following the effective date.
