RELATING TO THE PAPAHANAUMOKUAKEA MARINE NATIONAL MONUMENT. Establishes the Papahanaumokuakea Marine National Monument Program in HRS. Establishes criminal and administrative penalties. Allows DLNR to establish a fee schedule for services provided by the Monument Program. Provides for advice to the Governor and other state agencies regarding the Monument. Allows the Monument Program to solicit and accept grants and donations.

RELATING TO HUNTING. Establishes the State Game Commission to serve in an advisory capacity to the BLNR. Appropriates funds. (HB1041 HD1)

RELATING TO THE UNIFORM AERONAUTICS ACT. Clarifies the authority of the State, its employees, or its independent contractors, to remove birds or animals by aerial means in furtherance of official State duties. (HB799 HD1)

RELATING TO THE DISPOSITION OF PUBLIC LANDS. Establishes within the department of land and natural resources, a four-year public land lease pilot project in counties with a population between 170,000 and 200,000. Authorizes lessees of public land to relinquish a lease. Provides for the disposition of the land and improvements at public auction after relinquishment. (HB518 HD1)

RELATING TO LAND RESOURCES. Revises statutory provisions relating to the regulation of mineral resources under chapters 171 and 182, Hawaii Revised Statutes, to provide clarity and consistency. (HB1170 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 5 copies (including an original) to Room 305 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6531 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. Those wishing to provide oral testimony will be limited to two minutes.
