RELATING TO INSURANCE.

Prohibits all insurers in the State, including health insurers, mutual benefit societies, health maintenance organizations, and health benefits plans under chapter 87A, Hawaii Revised Statutes, from discriminating with respect to participation and coverage under a policy, contract, plan, or agreement against any person on the basis of a person's actual gender identity or perceived gender identity.  (SD1)

RELATING TO REPORTING DEATHS TO STATE AGENCIES.

Authorizes the Department of Health to continue to disclose, including through electronic means, lists of names of persons whose deaths have been recorded by DOH, to state agencies that maintain official lists of persons and are prohibited by federal law from sharing information for the lists.  Requires lists of the deceased from DOH to also include the last four digits of the deceased's social security number, if known.  (SD1)

RELATING TO CONSUMER PROTECTION.

Clarifies that the statute of limitations governing it does not apply to the State and its agencies with respect to chapter 480, Hawaii Revised Statutes.  Repeals subsection (b) of section 480‑24, Hawaii Revised Statutes.  Technical amendments.

RELATING TO WIRELESS TELECOMMUNICATIONS SERVICE.

Requires a wireless telecommunications service provider, upon request by a domestic abuse victim, to: (1) transfer billing authority and all rights to a wireless telephone number to the victim; or (2) remove or release the victim from a shared wireless plan and assign the victim a substitute telephone number without charge, penalty, or fee.  Provides that there is no cause of action against a wireless telecommunications service provider, its officers, employees, or agents for transferring billing authority and all rights to a wireless telephone number to a domestic abuse victim.
