Provides a taxpayer who hires a person totally disabled a nonrefundable tax credit for the six-month period after the individual is initially hired by the taxpayer.  (HB1870 HD2)

RELATING TO THE USE OF A DOG IN JUDICIAL PROCEEDINGS.

Authorizes any state court to permit the use of a facility dog in a judicial proceeding involving the testimony of a vulnerable witness if the court determines that there is a compelling necessity for the use of a trained and credential facility dog to facilitate the testimony of a vulnerable witness.

RELATING TO SEXUAL ASSAULT.

Amends sexual assault in the fourth degree to include persons who abuse their position of trust, power, authority, or supervision of a person at least sixteen years old but less than eighteen years old. (HB1044 HD1)

RELATING TO SEARCH WARRANTS.

Requires government entities to obtain a search warrant in order to obtain the real-time location information of an electronic device, except for certain circumstances.  (HB2079 HD1)

RELATED TO ELECTIONS.

Requires on an application to register to vote, a Hawaii driver's license number or a Hawaii state identification card number or, if no license or identification card has been issued, the last four digits of the applicant's social security number.  If the applicant does not have a social security number, requires the State to assign the applicant a unique number for voter registration purposes. RELATING TO CAMPAIGN FINANCE.

Amends the permitted uses of campaign funds to include contributions to other candidate committees.  Limits the amount of campaign funds that may be spent by an elected official on memberships in civic or community groups or on protocol gifts to twice the allowable individual contribution amount.  Appropriates moneys to the Campaign Spending Commission for operating expenses.  Transfers excess trust funds to the general fund.  (HB2156 HD2)
