RELATING TO PAYMENTS BY EMPLOYERS TO THE EMPLOYEES' RETIREMENT SYSTEM.

Confirms that employer contributions to the Employees' Retirement System may be made in advance or on a monthly basis.

RELATING TO ADMINISTRATIVE TAX APPEALS AND DISPUTE RESOLUTION PROGRAM.

Amends section 231-7.5, Hawaii Revised Statutes, to clarify the types of cases that can be appealed, clarify certain procedures, and make other technical, nonsubstantive changes.

RELATING TO THE DISCLOSURE OF TAX RETURN INFORMATION.

Amends section 231-18, Hawaii Revised Statutes, to allow disclosure of tax return information to the Department of the Attorney General, federal, state, or local officials, and other persons in specified situations; and amends section 235-116, Hawaii Revised Statutes, to clarify that all information filed under chapter 235, Hawaii Revised Statutes, with any state agency is confidential.

RELATING TO CRIMINAL PROSECUTIONS.

Provides that the court may appoint one or three qualified examiners to review the fitness of a criminal defendant to proceed in a felony case.  Establishes criteria for determining the number of examiners to appoint.  Amends statute formatting.

RELATING TO SERVICES PERFORMED BY CIVIL SERVICE EMPLOYEES.

Authorizes establishment of civil service positions and appropriates associated general and non-general funds to enable Executive Branch departments to provide services to the public with civil service employees rather than through contracting.
