RELATING TO WITNESSES.

Increases the per diem payments for out-of-state witnesses in criminal cases from $145 to $200.  Increases the per diem payment supplement from $90 to $145, for witnesses from any island other than the island on which the court is located, when that witness is required to stay overnight.

RELATING TO JURY DUTY.

Increases the mileage fee paid to prospective jurors from 33 cents to 45 cents.  Decreases the distance that a person must live from the court in order to receive a jury service exemption from seventy miles to fifty-five miles.

RELATING TO ABSENTEE BALLOTS.

Allows a permanent absentee voter to receive a ballots at an alternate address for elections within an election cycle.  Clarifies that certain conditions that normally lead to a termination of permanent absentee voter status do not apply if the voter resides in an absentee voter only area.  Replaces references to facsimile ballots with references to electronic ballots.  Allows a voter to receive an absentee ballot by electronic transmission if the voter requires such a ballot within five days of an election, or the voter would otherwise not be able to return their properly issued ballot by the close of polls.

RELATING TO THE DISABILITY COMPENSATION DIVISION.

Appropriates funds for the hiring of six hearing officer positions and support staff within the department of labor and industrial relations' disability compensation division and to provide the officers and staff with legal and medical training.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires the employees' retirement system to divest its investment portfolio of coal, oil, and gas companies within five years.
