RELATING TO DISTRICT COURT SMALL CLAIMS. Establishes small claims division’s exclusive jurisdiction of cases for amounts of $1,000 or less. Allows plaintiff to request removal of small claims cases to be heard in ordinary procedures of the district court when counterclaim is filed.

RELATING TO TAXATION. Provides a taxpayer who hires an individual with a disability a nonrefundable tax credit for the six-month period after the individual is initially hired by the taxpayer.

RELATING TO THE EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Requires health benefits plans under the employer-union health benefits trust fund to include all benefits required under article 10A of chapter 431, Hawaii Revised Statutes, article 1 of chapter 432, Hawaii Revised Statutes, and chapter 432D, Hawaii Revised Statutes.
