RELATING TO EDUCATION. Requires the executive office on early learning to establish language developmental milestones for the purpose of developing a resource for use by parents of deaf and hearing-impaired children to track the children's language acquisition and developmental stages for children from birth to five years of age. Establishes criteria for the parent resource. Requires the executive office on early learning to select tools or assessments for educators to assess the language and literacy development of deaf and hearing-impaired children from birth to five years of age. Requires the superintendent to establish an advisory committee to solicit input from experts on the selection of language developmental milestones. Makes an appropriation for the establishment of language developmental milestones and the corresponding parent resource and educator tools and assessments.

RELATING TO EDUCATION. Establishes a sexual abuse prevention instructional program for public schools. Sets out guidelines of instruction. Modeled after Erin's law.

RELATING TO JUVENILE JUSTICE INFORMATION. Allows the dissemination of information from the juvenile justice information system to law enforcement agencies for purposes of the administration of law enforcement and law enforcement agency employment.

RELATING TO YOUTH SPORTS. Regulates youth sports coaches by requiring an annual permit from the Department of Commerce and Consumer Affairs.

RELATING TO YOUTH GANG PREVENTION AND INTERVENTION. Appropriates funds to the department of human services to target youths who live in public housing who are at risk of engaging in gang activities or joining gangs.

MAKING AN APPROPRIATION FOR THE OFFICE OF THE LONG-TERM CARE OMBUDSMAN PROGRAM. Appropriates $300,000 to the office of the long-term care ombudsman for three full-time (3.0 FTE) ombudsman specialist positions; one each on Kauai, Maui, and Hawaii.

RELATING TO LONG-TERM CARE FACILITIES. Provides an inflationary adjustment to the methodology used to reimburse facilities for the long-term care of medicaid recipients for fiscal year 2016-2017.

RELATING TO SAFETY. Creates and implements a silver alert program to alert the public of any missing senior citizen with an impaired mental condition, to be operated concurrently with the Maile Amber Alert program.

RELATING TO PERMANENT EXEMPT POSITIONS IN THE DEPARTMENT OF HUMAN SERVICES. Restores the second deputy director position for the Department of Human Services, establishes the community/project development director, the policy director, and provides appropriations for that second deputy director position, a private secretary for that deputy director, the community/project development director, and the policy director. Converts six identified positions in the Med-QUEST division to permanent civil service exempt status.

RELATING TO DEVELOPMENTAL DISABILITIES. Amends the definition of "developmental disabilities" in section 333F-1, Hawaii Revised Statutes, to include children from birth to age 9 who have substantial developmental delay or specific congenital or acquired condition and without services and supports, has a high probability of meeting criteria for developmental disabilities later in life.
