RELATING TO FIRE SPRINKLERS. Removes the sunset date of Act 83, Session Laws of Hawaii 2012, thereby making permanent the prohibition on the counties from requiring the installation or retrofitting of automatic fire sprinklers or automatic fire sprinkler systems in new and existing detached one-or two-family dwelling units in residential structures and non-residential agricultural and aquacultural structures outside an urban area, with an exception for certain new homes.

RELATING TO FIRE PROTECTION. Requires contractors to disclose the benefits of a residential fire sprinkler system to prospective purchasers seeking to construct a new home.

RELATING TO TAXATION. Increases the credit amounts of the income tax credit for low-income household renters and refundable food/excise tax credit. (HB246 HD1)

RELATING TO THE DISPOSITION OF THE CONVEYANCE TAX COLLECTIONS TO THE RENTAL HOUSING REVOLVING FUND. Restores the allocation of conveyance tax collections to the rental housing revolving fund to 50%.

RELATING TO HOMELESSNESS. Requires the Department of Labor and Industrial Relations to establish a stipend program for qualified individuals currently enrolled in job training programs. Requires the Department of Commerce and Consumer Affairs to establish a program to offer insurance policies to landlords who rent to section 8 tenants. Establishes a tax credit for sellers who convey an interest in real property to a qualified first-time homebuyer.

RELATING TO HOUSING. Makes various appropriations for various housing programs.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE PURCHASE OF EAST KAUAI WORKFORCE AFFORDABLE HOUSING. Authorizes the issuance of general obligation bonds. Appropriates moneys to the county of Kauai to ensure the availability of affordable rental housing on the east side of the island of Kauai.
