Appropriates funds for the State Rent Supplement Program for working individuals or families who are ready to rent permanent housing to obtain and maintain permanent housing, subject to certain conditions.  Specifies that the maximum rent supplement is $500 per month per household.

Authorizes the issuance of general obligation bonds and appropriates funds for the repair and maintenance of public housing projects managed by the Hawaii public housing authority.
