RELATING TO HEALTH. Authorizes the issuance of general obligation bonds and appropriates funds from fiscal years 2016-2017, 2017-2018, and 2018-2019 for the design and construction of a new patient facility at the Hawaii state hospital.

RELATING TO LANGUAGE ACCESS. Appropriates funds to continue the operations of the Statewide Language Access Resource Center and Multilingual Website Pilot Project within the Office of Language Access.

RELATING TO CHILD AND MATERNAL DEATH REVIEWS. Appropriates funds to the department of health to conduct child death reviews and implement a program to perform maternal death reviews. Requires the department of health to submit an annual report to the legislature relating to child and maternal deaths and death reviews in the State.

RELATING TO WATER POLLUTION. Clarifies that nonprofit organizations may receive a loan from the water pollution control revolving fund to enable the planning, designing, and construction of wastewater treatment works. Establishes certain terms for these loans.

RELATING TO AGING. Part I: Appropriates $5,100,000 for the kupuna care program. Part II: Appropriates $1,710,000 for the aging and disability resource center. Part III: Appropriates $32,000 for fall prevention and early detection services for the elderly. Part IV: Appropriates $485,880 for the healthy aging partnership program. Part V: Appropriates $70,000 for an Alzheimer's disease and related dementia services coordinator position and appropriates $200,000 for an Alzheimer's disease and related dementia public awareness program.

RELATING TO HEALTH. Requires the department of health to require dementia training for caregivers. Requires the department to establish training criteria and annually review the training program. Takes effect on 6/1/2017.

RELATING TO HEALTH. Clarifies requirements for licensure as a dental hygienist. Prohibits dental assistants from performing certain intra-oral functions and related activities.

RELATING TO MEDICAL MARIJUANA MONITORING AND RESEARCH. Requires the UH John A. Burns school of medicine to monitor and research issues related to medical marijuana dispensaries. Appropriates moneys.
