RELATING TO REPORTING DEATHS TO STATE AGENCIES. Authorizes the Department of Health to continue to disclose, including through electronic means, lists of names of persons whose deaths have been recorded by DOH, to state agencies that maintain official lists of persons and are prohibited by federal law from sharing information for the lists.

RELATING TO OVERDOSE PREVENTION AND EMERGENCY RESPONSE. Expands access to opioid antagonists to prevent drug-overdose fatalities. Establishes the Overdose Prevention and Emergency Response Act.

MAKING AN APPROPRIATION FOR EMERGENCY MEDICAL SERVICES. Appropriates moneys to the Department of Health for FY 2016-2017 for a 24-hour, 7-days-a-week, ambulance unit for the County of Kauai.

RELATING TO EMERGENCY MEDICAL CARE. Appropriates moneys to operate an additional emergency medical services unit in the Moanalua, Aliamanu, Red Hill, Salt Lake, and Foster Village areas.

RELATING TO HEALTH. Authorizes public sector employees and volunteers who may have been exposed to a communicable disease through contact with bodily fluids in the course of their duties to petition a court for an order requiring testing of the person or decedent who is the source of the possible exposure. Limits disclosure of test results.

DECISION MAKING TO FOLLOW
The following measures have been ADDED to the agenda for decision making: HB 1895, HB 1896, HB 1897. These measures were previously heard on February 5, 2016 at 8:30 am. No public testimony will be accepted.

RELATING TO INSURANCE. Requires insurers to cover a three-month period for the first dispensing of prescription contraceptive supplies to an insured. Requires insurers to cover a twelve-month period for the subsequent dispensing of the same contraceptive supply to the insured.

RELATING TO CONTRACEPTIVE SUPPLIES. Authorizes pharmacists to prescribe and dispense contraceptive supplies to persons eighteen years of age or older. Specifies requirements pharmacists must meet prior to prescribing and dispensing contraceptive supplies. Requires all insurers in the State, including health benefits plans under chapter 87A, Hawaii Revised Statutes, and medicaid managed care programs, to reimburse pharmacists who prescribe and dispense contraceptive supplies.

RELATING TO INSURANCE COVERAGE OF HEALTH SCREENINGS. Ensures insurance coverage for sexually transmitted disease screenings, including screenings for human immunodeficiency virus and acquired immunodeficiency syndrome, during a female insured's annual pelvic exam.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
