RELATING TO MEDICAL INVESTIGATIONS BY THE REGULATED INDUSTRIES COMPLAINTS OFFICE. Requires the regulated industries complaints office to establish a division that specializes in medical cases involving regulated professions and occupations. Appropriates funds for field investigator positions who specialize in medical cases.

RELATING TO PHYSICIAN DISCIPLINE. Authorizes the Hawaii Medical Board to impose the same disciplinary action against a licensee as was taken by another state or federal agency. Establishes conditions for the disciplinary action. Prohibits the licensee from practicing until a final order of discipline is issued if the licensee has been prohibited from practicing in another state.

RELATING TO MEDICINE AND SURGERY. Creates a limited licensing exemption for visiting sports team physicians.

RELATING TO ADVANCED PRACTICE REGISTERED NURSES. Amends various statutes to clarify the role of advanced practice registered nurses with regards to their authority and participation in the health care system. Amends definitions in the statutes to conform with the duties and responsibilities of advanced practice registered nurses.

RELATING TO PHYSICIAN ASSISTANTS. Clarifies powers of physician assistants regarding nurses under chapter regulating physicians. Removes sunset date of Act 255, SLH 2012.

RELATING TO NURSING. Establishes criminal history record check requirements for all nurse licensure, including licensure renewal, applicants. Authorizes the state board of nursing to develop rules necessary to implement the required criminal history record checks.

RELATING TO BOARD MEMBER TERMS FOR THE BOARD OF NURSING AND THE BOARD OF SPEECH PATHOLOGY AND AUDIOLOGY. Amends the board member terms in sections 457-3 and 468E-6(c), Hawaii Revised Statutes, from three years to four years to align the terms of members of the Board of Nursing and the Board of Speech Pathology and Audiology with the terms of members of the other twenty-three boards and commissions under the Professional and Vocational Licensing Division of the Department of Commerce and Consumer Affairs.

RELATING TO LICENSURE OF CERTIFIED PROFESSIONAL MIDWIVES. Establishes licensure requirements for the practice of midwifery. Requires the Director of Commerce and Consumer Affairs to adopt rules regulating the practice of midwifery.

RELATING TO SCHOOL PSYCHOLOGISTS. Requires the licensure of school psychologists in both the public and private sectors of employment.

RELATING TO HEALTH. Appropriates funds to the John A. Burns School of Medicine to fund medical residency programs to help alleviate the shortage of primary care physicians in rural Oahu and neighbor island communities.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
