Establishes a school of aeronautical science at University of Hawaii at Hilo to offer a bachelor of science in aeronautical science.  Makes appropriation.

RELATING TO POST-SECONDARY EDUCATION.

Clarifies that under the Hawaii Post-Secondary Education Authorization Program, when an institution ceases to operate, the student transcripts will be kept permanently in a form prescribed by the director and other records requested and obtained by DCCA may be disposed of at the director's discretion.

RELATING TO AIR QUALITY.

Appropriates funds for a dispersion modeling center within the school of ocean and earth science and technology at the University of Hawaii at Manoa in order to improve vog forecasts for the State.

RELATING TO THE UNIVERSITY OF HAWAII ACCOUNTING AND FINANCIAL MANAGEMENT SYSTEM.

Repeals the sunset provisions, with respect to the University of Hawaii, from sections 40-1, 40-2, 40-4, 40-6, 40-58, and 40-81, Hawaii Revised Statutes.

Repeals requirement that UH prepare an annual report regarding the construction academy.
