RELATING TO PROCUREMENT. Prohibits the expenditure of state funds by state agencies for the purchase of single-serving bottled water, except under certain circumstances.

RELATING TO OPEN GOVERNMENT. Allows the electronic mailing and posting of meeting notices; requires the posting of the notice on the state or appropriate county websites; and increases public access to information before a public hearing by a board.

RELATING TO GOVERNMENT OPERATIONS. Establishes a lean government advisory board to make recommendations for improving state government efficiency.

RELATING TO PUBLIC BOARDS. Requires a board chair to provide notice to a board member who fails to attend four consecutive duly noticed meetings. Requires the board chair to provide notice to the board member who accumulates four unexcused absences of the board member's termination. Requires a board chair to notify in writing the applicable nominating authority of any vacancy resulting from termination, resignation, expiration of the term, or any other reason, within fifteen days after the vacancy occurs.

RELATING TO THE GENERAL EXCISE TAX COLLECTION DATE. Amends the date of filing of monthly, quarterly, semiannual, and annual general excise tax returns from the 20th day of the respective applicable month to the last day of the month. Applies to returns and payments due on or after 1/1/17.

RELATING TO LEGISLATIVE FISCAL IMPACT STATEMENTS. Requires a fiscal impact statement for any proposed legislation that calls for an appropriation or results in significant fiscal changes for the State. Prohibits hearing on bills and resolutions without a fiscal impact statement prepared by the Office of the Legislative Analyst.

MAKING AN APPROPRIATION FOR THE STATE CAPITOL MANAGEMENT COMMITTEE TO REDESIGN THE REFLECTING POOLS. Makes an appropriation to the Department of Accounting and General Services to conduct a study relating to the rehabilitation and renovation of the state capitol reflecting pool.
