RELATING TO INDUSTRIAL HEMP. Establishes an industrial hemp pilot program to allow the cultivation of industrial hemp and distribution of its seed in Hawaii through limited activities by licensee-agents of the board of agriculture for purposes of agricultural or academic research. Appropriates funds for department of agriculture staff to assist in the pilot program.

RELATING TO CITATIONS FOR MASSAGE THERAPY VIOLATIONS. Authorizes the issuance of a citation for specific violations of massage therapy laws or rules by licensees. Establishes a process for licensees to contest the citation. Provides for the assessment of fines for each violation.

RELATING TO TIME SHARE COMMISSIONERS OF DEEDS. Clarifies the Lieutenant Governor's rulemaking authority relating to commissioners of deeds. Authorizes the Lieutenant Governor to assess and collect fees and administrative fines. Clarifies that the Lieutenant Governor is responsible for the commissioners of deeds program. Increases the surety bond requirement for commissioners of deeds. Appropriates funds.

RELATING TO THE INSURANCE HOLDING COMPANY SYSTEM. Adopts revisions to the National Association of Insurance Commissioners' model law on the Insurance Holding Company System Regulatory Act.

RELATING TO INSURANCE. Adopts the National Association of Insurance Commissioners' Risk Management and Own Risk and Solvency Assessment Model Act. Applies certain requirements for risk-based capital and severability and notice provisions to risk retention captive insurance companies. Adopts the National Association of Insurance Commissioners Model Risk Retention Act.

RELATING TO INSURANCE. Makes various amendments in the Insurance Code relating to property insurance, market conduct, insurance premium taxes, insurance contracts, accident and health insurance, unfair methods of competition, captive insurance companies, mental health and alcohol and drug abuse treatment insurance benefits, Hawaii hurricane relief fund, prescription drug benefits, mutual benefit societies, and health maintenance organizations.

RELATING TO CHARITABLE SOLICITATION. Amends Hawaii's charitable registration and solicitation law to require affirmative disclosures to donors by professional solicitors; clarify exemptions from registration; authorize the Department of the Attorney General to issue cease and desist orders and impose administrative fines; and make other technical amendments.

RELATING TO MORTGAGE INDUSTRY REGULATION. Amends regulatory statutes for mortgage loan originators and mortgage loan servicers by clarifying the applicable scope of each chapter, making terminology more consistent across both chapters, and updating references to and provisions implementing controlling federal law.

RELATING TO THE UNIVERSITY OF HAWAII. Extends to June 30, 2017, the University of Hawaii's exemption from accounting and financial management system requirements that are applicable to state agencies. Repeals requirement that the University of Hawaii prepare an annual report regarding the construction academy.

RELATING TO SEPARATION BENEFITS. Authorizes public employees facing position abolishment, reduction-in-force, or workforce restructuring to opt to receive either severance benefits or a special retirement benefit in lieu of exercising any reduction-in-force rights. Requires the State to pay a monthly contribution for employees separated from service as a result of Act 103, Session Laws of Hawaii 2015. Sunsets on July 1, 2018.

RELATING TO ENFORCEMENT OF WAGE LAWS. Requires government contractors who violate wages and hours laws to pay a penalty that is equal to 10% of the amount of back wages due or $1,000 per offense, whichever is greater, for the first offense; a penalty equal to the amount of 50% back wages found due and $5,000 for each offense, for the second offense; and a penalty equal to the amount of back wages found due and $10,000 for each offense, for the third offense within three years of the second notification of violation.

RELATING TO PREVAILING WAGES. Specifies that development, construction, renovation, and maintenance on public land or financed based on public land are public works subject to state prevailing wage and hour requirements regardless of the contracting parties or funding source, with limited exemptions for certain housing construction. Appropriates funds for enforcement of wage and hour requirements.

RELATING TO MOTOR VEHICLE DRIVER LICENSING. Authorizes issuance of driver's licenses with the notation of "veteran" for persons who are veterans of the Korean conflict and persons who served in the armed forces of the Republic of Korea, who fought under the command of the United Nations led by the United States, during the Korean conflict and are currently United States citizens.
