MAKING AN APPROPRIATION TO THE EMERGENCY AND BUDGET RESERVE FUND. Makes a general fund appropriation of $100,000,000 for fiscal year 2016‑2017 to further capitalize the Emergency and Budget Reserve Fund.

RELATING TO THE SECURE AND FAIR ENFORCEMENT FOR MORTGAGE LICENSING ACT. Specifies that mortgage loan originator companies shall be open for business to the public during posted business hours, which at a minimum shall be offered within regular business hours.

RELATING TO MOVIE THEATERS. Requires a public accommodation that owns, leases, leases to, or operates a motion picture theater in more than two locations in the State to provide open movie captioning during at least two showings per week of each motion picture that is produced and offered with open movie captioning. Requires a public accommodation that owns, leases, leases to, or operates a motion picture theater in the State to provide, upon request, audio description of any motion picture that is produced and offered with audio description.

RELATING TO WATER CONSERVATION. Creates a refundable residential water conservation system cost tax credit for newly constructed systems beginning January 1, 2017.

RELATING TO WHEELING. Requires the Public Utilities Commission to establish policies and rules for the implementation of retail wheeling. Requires the Commission to report on the status of the implementation of retail wheeling annually until the implementation is complete.

RELATING TO ENERGY MODERNIZATION. Prohibits counties from requiring buildings served by a microgrid to be connected to an otherwise available source of electrical power. Excludes microgrids from being regulated as public utilities.

RELATING TO MEDICAL ASSISTANCE. Requires the Director of Human Services to apply annual cost of living increases to the income and asset thresholds for medicaid eligibility.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS. Ensures the legislature fulfills its responsibility under article XII, section 1, of the state constitution by appropriating sufficient general funds for reimbursement of administration and operating expenses of the department of Hawaiian home lands for fiscal year 2016.

RELATING TO TRANSPORTATION. Amends the statewide transportation plan to include bicycle facilities as part of the transportation system components. Requires the Department of Transportation to develop a survey on travel behavior. Requires each county to develop transportation mode sharing plans and to update these plans every five years beginning in 2025.

RELATING TO PUBLIC ACCOUNTANCY. Redefines "peer review" to include reviews done by out-of-state public accountancy licensees. Increases deadlines for filing of peer review compliance reporting forms and appealing certain ratings from 10 days to 30 calendar days. Allows members of the public accountancy peer review oversight committee to be reimbursed for expenses. Protects the members from civil liability for actions done in furtherance of the purposes of the committee. Defines the term "Hawaii attest work".

RELATING TO THE HAWAII COMMUNITY-BASED ECONOMIC DEVELOPMENT TECHNICAL AND FINANCIAL ASSISTANCE PROGRAM. Amends the definition of "community-based organization." Amends the qualifications for community-based economic development grants to include technical assistance to community-based organizations. Reduces the number of community-based economic development advisory council members from twelve to nine. Updates non-discrimination language. Appropriates funds to the Hawaii community-based economic development revolving fund. Effective February 19, 2022.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PQ ENERGY LLC. Authorizes the issuance of special purpose revenue bonds to assist PQ Energy LLC and special purpose entities to be formed by it with the development and construction of renewable energy plants within the State of Hawaii.

RELATING TO PROPERTY FORFEITURE. Restricts asset forfeitures to cases involving the commission of a covered misdemeanor or felony offense. Repeals administrative forfeiture proceedings. Requires the agency to pay for safe and secure storage of the seized property until the completion of the forfeiture proceeding or final disposition of the property. Provides that the property is forfeited only when the property owner has been convicted of a underlying felony or misdemeanor covered offense.

RELATING TO TEACHER LEADERS. Requires the Department of Education to provide a bonus of $2,500 to teachers who meet all of the requirements to add the teacher leader field to their existing teaching license.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Preserves the Employees' Retirement System's use and control of unclaimed member contributions and benefit payments.

RELATING TO EXEMPTIONS FROM CIVIL SERVICE. Restores the second civil-service exempt deputy director position for the Department of Human Services. For a period of one-year, provides a civil service exemption for various positions in the Department of Human Services, Department of Public Safety, Department of Health, Department of Labor and Industrial Relations, and the Department of Business, Economic Development, and Tourism.

RELATING TO THE KING KAMEHAMEHA CELEBRATION COMMISSION. Amends the membership, mission, and purpose of the King Kamehameha Celebration Commission. Authorizes the Chairperson to appoint an advisory committee for historical and archival matters. Authorizes the Commission to appoint an Executive Director.

RELATING TO LAND DISPOSITIONS. Clarifies the statute that authorizes the Department of Transportation to negotiate disposition of lands under its control for aeronautical, airport-related, maritime, and maritime-related operations.

RELATING TO THE ENDANGERED SPECIES RECOVERY COMMITTEE. Amends the composition of the Endangered Species Recovery Committee by replacing the University of Hawaii Environmental Center's Director with the Dean of the University of Hawaii at Manoa, College of Natural Sciences.

RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT. Clarifies that the director of the department of health or the director's designee shall serve as an ex officio voting member on the commission on water resource management.
