RELATING TO THE SPORTS AND ENTERTAINMENT AUTHORITY.

Establishes the Sports and Entertainment Authority to coordinate and develop a thriving entertainment and sports industry in the State, including oversight of the stadium and attracting local, national and international events, as well as developing state-of-the-art facilities for the benefit of professional, amateur and youth athletes.  Establishes the Sports and Entertainment Authority Special Fund.  Repeals the Stadium Authority and transfers jurisdiction over stadiums and related facilities and the Kapolei recreational sports complex to the sports and entertainment authority.  Appropriates funds.

RELATING TO SPORTS.

Establishes the Hawaii Sports Task Force to plan and coordinate efforts to keep the Pro Bowl in Hawaii, to secure Hawaii as a host site for a National Football League pre-season game, world-title soccer tournaments, mixed martial arts Ultimate Fighting Championship tournaments and other international sporting events at Aloha Stadium, and to secure and maintain Hawaii as a host site for other sporting and sports entertainment events statewide.  Establishes the Hawaii Sports Task Force to plan and coordinate efforts aimed at the promotion and growth of the State's sports entertainment and event hosting industry.

RELATING TO BROADBAND.

Makes permanent the provisions of Act 264, SLH 2013, which requires the State and the counties to take action within sixty days for broadband-related permit applications, requires the State to take action within one hundred forty-five days for use applications for broadband facilities within the conservation district, establishes other requirements regarding broadband-related permits, and subjects weight load for utility poles to capacities established by the FCC and PUC.

Aims to reduce and ultimately eliminate Hawaii's dependence on imported fossil fuels for electrical generation and ground transportation by 2045.

Requires the PUC to establish performance incentive mechanisms that directly tie electric utility revenues to the utility's achievement on performance metrics.  Effective upon approval, but allows PUC to delay implementation until no later than January 1, 2020.

RELATING TO ENERGY.

Requires DOE to: (1) Establish a goal of becoming net-zero with respect to energy use by January 1, 2035; (2) Establish microgrid pilot projects at public schools that also serve as emergency shelters; and (3) Expedite the cooling of all public school classrooms.  Authorizes the issuance of general obligation bonds and the use of funds from the Green Infrastructure Loan Program to implement cooling measures in public school classrooms.

Authorizes the Hawaii Health Systems Corporation to set rates for copies of records that are protected from the disclosure requirements of Chapter 92F, Hawaii Revised Statutes.  Establishes rates for copies of medical records at the actual cost of preparation within minimum and maximum rates.

Appropriates funds for the Kupuna Care Program, Aging and Disability Resource Center, fall prevention and early detection services for the elderly, the Healthy Aging Partnership Program, an Alzheimer's disease and related dementia services coordinator position, and an Alzheimer's disease and related dementia public awareness program.

RELATING TO MEDICAL MARIJUANA.

Establishes the medical marijuana advisory commission.  Amends various definitions and provisions relating to medical marijuana dispensary operations, paraphernalia, and testing.  Provides that advanced practice registered nurses may certify patients for medical marijuana use.  Excludes dispensaries from enterprise zone tax exemptions.  Excludes medical marijuana from certain federal tax provisions.  Provides that certain University of Hawaii branches may conduct marijuana-related testing and research.  Effective 07/01/2070.
