RELATING TO FISCAL RESPONSIBILITY. Establishes a commission within the department of taxation to review and make recommendations on expenditures, revenue enhancement, and tax policy.

RELATING TO NON-GENERAL FUNDS. Repeals the Kapolei recreational sports complex special fund, reclassifies the prepaid airport use charge fund to a trust fund, and abolishes the photo enforcement revolving fund. Transfers the remaining unencumbered balances to the general fund.

RELATING TO INCOME TAX CREDITS. Expands the low income-household renter's credit based on adjusted gross income, filing status, and the Consumer Price Index for All Urban Consumers. Applies to taxable years beginning after 12/31/2016.

RELATING TO TAXATION. Ends the general excise tax and use tax exemptions for amounts received as rent for the rental or leasing of aircraft or aircraft engines used by lessees or renters for the interstate transportation of passengers and goods on December 31, 2017.

RELATING TO CAMPAIGN FUNDS. Limits the amount of campaign funds that may be spent by an elected official on memberships in civic or community groups or on protocol gifts to twice the allowable individual contribution amount.

RELATING TO CAMPAIGN FINANCE. Replaces the Hawaii Election Campaign Fund with the general revenues of the State as the funding source for the operating expenses of the Campaign Spending Commission. Appropriates moneys to the Commission for operating expenses.

RELATING TO GOVERNMENTAL TRAVEL. Requires the State and counties to pay the approved travel costs of their officers and employees directly to vendors or by cash advance to the officer or employee, unless otherwise provided in a collective bargaining agreement.

RELATING TO WRONGFUL IMPRISONMENT. Provides compensation and expungement of conviction to persons who can demonstrate they were wrongfully convicted and imprisoned when actually innocent.

RELATING TO LAW ENFORCEMENT. Establishes a State Law Enforcement Training Academy within the Department of Public Safety to train all candidates for law enforcement positions in the State. Appropriates funds.

RELATING TO HIGHWAYS. Requires the Department of Transportation to conduct a study identifying traffic problems on and near the H-1 Freeway.

RELATING TO PARKING. Establishes fines beginning January 1, 2017, for owners of parking facilities with at least one hundred parking spaces that do not provide at least one parking space equipped with a charging system exclusively for electric vehicles. Allows for a warning prior to being fined for a first violation.

RELATING TO FUEL CELL ELECTRIC VEHICLES. Includes fuel cell electric vehicles in the definition of electric vehicles for purposes of parking exemptions, HOV lane use, registration, and required parking spaces in places of public accommodation. Grants procurement priority for fuel cell electric vehicles for state and county vehicle purchases.

RELATING TO PERMANENT EXEMPT POSITIONS IN THE DEPARTMENT OF HUMAN SERVICES. Restores the permanently exempt second deputy director position for the Department of Human Services. Establishes a secretary, community/project development director, and policy director positions. Exempts the community/project development director and policy director from civil service status. Appropriates funds for the newly established positions.

RELATING TO EDUCATION. Creates and appropriates funds for Erin's Law Task Force to review policies, programs, and curricula for educating public school students about sexual abuse prevention, and report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula.

RELATING TO YOUTH GANGS. Appropriates moneys to fund operational costs to provide therapeutic prevention and mental health programs for high risk youth.

RELATING TO YOUTH GANGS. Appropriates funds for the development of prevention and intervention services and programs statewide for youth at risk, and to monitor gang activities and establish new gang prevention strategies and projects.

RELATING TO ASSESSMENT OF THE INTERNET CRIMES AGAINST CHILDREN FEE AGAINST CRIMINAL DEFENDANTS. Clarifies that the internet crimes against children fee is to be assessed against every defendant who is convicted of a misdemeanor or felony regardless of the nature of the offense.
